Three Rogaland Clusters Reach the Highest Level of Norway’s National Innovation Programme

Three members of Stavanger Region European Office have been awarded the highest recognition in Norway’s national cluster programme, Norwegian Innovation Clusters (NIC), highlighting Rogaland’s strong position in innovation, energy and maritime industries.

The programme, managed by Innovation Norway in collaboration with Siva and the Research Council of Norway, aims to strengthen innovation, economic growth and international competitiveness through collaboration between businesses, research institutions and public-sector organisations.

The programme operates across three levels: NIC Connect, NIC Explore and NIC Impact, with the highest level focusing on economic growth, internationalisation and scaling.

For the 2027–2029 programme period, 10 out of 24 applicants were selected, including three clusters awarded the highest status, NIC Impact. Notably, all three are headquartered in Rogaland and are members of Stavanger Region European Office.

Energy Transition Norway is a Stavanger-based industry cluster connecting energy companies, technology suppliers, research institutions and investors. Building on the region’s extensive expertise in oil and gas, the cluster promotes innovation across renewable energy, hydrogen, carbon capture and storage (CCS), electrification and emerging energy technologies. Its activities focus on connecting industry needs with technological solutions, supporting commercialisation and strengthening the competitiveness of Norwegian energy industries.

Norwegian Offshore Wind – Developing a Globally Competitive Offshore Wind Industry

Headquartered in Haugesund, Norwegian Offshore Wind represents around 280 companies across the offshore wind value chain, from technology developers and suppliers to major energy companies. With a particular focus on floating offshore wind, the cluster works to develop internationally competitive Norwegian supply chains and create new market opportunities. Through industry collaboration, innovation projects and international partnerships, it helps Norwegian companies position themselves in the growing global offshore wind market.

A Strong Recognition of Rogaland’s Innovation Ecosystem

The recognition of all three clusters at the NIC Impact level demonstrates Rogaland’s strong industrial capabilities and its ability to foster innovation across established and emerging industries.

For Stavanger Region European Office, the achievement highlights the strength and international potential of its member organisations, as well as Rogaland’s important contribution to Norway’s green and industrial transition.
