Statsforvalteren i Rogaland er statens fremste representant i fylket, med ansvar for å sikre at vedtak og retningslinjer fra Stortinget og regjeringen blir gjennomført lokalt. Statsforvalteren utnevnes av Kongen i statsråd for en periode på seks år, som kan forlenges én gang. Embetet holder til i Stavanger, har om lag 190 ansatte og dekker Rogalands 23 kommuner og rundt 500 000 innbyggere.
Statsforvalteren utfører forvaltningsoppgaver på vegne av departementene og er statlig fagmyndighet på en rekke politikkområder, blant dem landbruk og mat, klima og miljø, barnehage og opplæring, helse- og sosialtjenester samt samfunnssikkerhet. Statsforvalteren fører også tilsyn med kommunal virksomhet og er klageinstans for mange typer kommunale vedtak. Kjerneoppgaver består også av å ivareta rettssikkerheten til innbyggere, virksomheter og organisasjoner, og skal sørge for at prinsipper som likebehandling, forutsigbarhet, uavhengighet og upartiskhet ligger til grunn for forvaltningen.
The County Governor of Rogaland is the state’s chief representative in the county, responsible for ensuring that the decisions and guidelines of the Storting and the Government are implemented at local level. The County Governor is appointed by the King in Council for a term of six years, which may be renewed once. The office is based in Stavanger, employs around 190 people and covers Rogaland’s 23 municipalities and some 500,000 inhabitants.
The County Governor carries out administrative tasks on behalf of the ministries and acts as the sectoral state authority in a range of policy fields, among them agriculture and food, climate and the environment, early childhood education and schooling, health and social services, and civil protection. The County Governor also supervises municipal activity and serves as the appeals body for many types of municipal decision. A further core task is safeguarding the legal certainty of citizens, businesses and organisations, ensuring that principles such as equal treatment, predictability, independence and impartiality underpin public administration.
